    Job Summary

    Elevate your commitment to research and public health by joining the esteemed Health Policy Division team. Collaborate with us as we strive to enhance and improve health care value, quality, and accessibility across Minnesota. Within the Health Policy Division, the Health Economics Program (HEP) conducts empirical, objective research and applied policy analysis to monitor changes in the health care marketplace and to understand factors influencing health care cost, quality and access, HEP provides sound and valuable technical assistance in the development of state health care policy.

    The Senior Health Services Researcher will independently perform health services research using administrative claims databases, including the Minnesota All Payer Claims Database (MN APCD), on illness burden and cost, quality, utilization, equity, and access to health care in Minnesota.

    Principal responsibilities include:
    • Use the Minnesota All Payer Claims Database (MN APCD) and other relevant data sources to conduct policy-relevant health services research and analytics.
    • Independently design and perform health services research on a wide range of topics regarding illness burden, access and utilization of health care services, prices and payments for health care services, health care quality and outcomes, and health equity.
    • Manage and implement complex data and research projects with little or no procedural precedent exercising considerable independent judgment on the best approach for designing analyses and solving methodological issues.
    • Communicate research plans and findings to promote understanding of health services research topics, program efforts, and results.
    • Develop and maintain a high degree of knowledge about important topics in health services research and administrative (claims) data analysis.
      This position is eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota or South Dakota. Telework eligibility is based on unit business needs and supervisor discretion. Position location will be determined by the top candidate and will be based out one of the following MDH district office locations: Saint Paul, Saint Cloud, Duluth, Rochester, Mankato, Marshall, Bemidji, Fergus Falls.

      Qualifications

      Minimum Qualifications

      Four (4) years* of experience in data science, analytics, interoperability, data equity, informatics, business intelligence, artificial intelligence, and/or data strategy, data modernization, governance and research.

      Experience must include the following:
      • Designing, planning, implementing, and reporting on data-related projects including research studies, administrative data analysis and interpretation, or other applied studies on health-related topics.
      • Scientific, observational, experimental, statistical and/or other research design and methods.
      • Data manipulation and analysis using SQL, SAS, STATA or comparable statistical analysis package experience.
        *A degree in Public Health, Public Policy, Statistics, Data Science, Health Services Research, Epidemiology, Economics, Health Informatics or closely related field may substitute for experience as follows:
        • Doctoral degree - two (2) years
        • Master's degree - eighteen (18) months
        • Bachelor's degree - twelve (12) months
        • Associates degree - six (6) months

          Preferred Qualifications
          • Experience in the analysis, synthesis, and presentation of complex data, including health care claims data
          • Knowledge of theories, principles, practices, current literature, and policy implications regarding health services research topics.
          • Writing skills sufficient to compose clear, concise, understandable, and accurate narrative summaries, issue briefs, and reports.
          • Professional interpersonal skills sufficient to effectively communicate with internal and external stakeholders and researchers.
          • Knowledge of the health care delivery and payment systems within Minnesota and nationally.
